| The State or Tribal historic preservation
officer (SHPO or THPO, accordingly) reflects the interests of the
State or Tribe and its citizens in the preservation of their cultural
heritage. The SHPO or THPO, accordingly, advises and assists Federal
agencies ...to ensure that historic properties are taking into consideration
at all levels of planning and development. (36 CFR Part 800 (Section
